A new bootloader has taken 64 kbytes from the recovery partition and made it into a new metadata partition. There is no filesystem on it, the keys are being stored directly on the block device. Having a writable persistent filesystem besides /data makes things much cleaner. Keeping keys in the footer requires lots of co-ordination among many pieces to make sure they don't overwrite the footer with a new filesystem.
