I mistakenly believed that only RDSEED could fail. However, the Intel
manuals state that RDRAND can fail too.
This change cherry-picks the following BoringSSL changes:
2cac3506 – Handle RDRAND failures.
248abbd7 – Add missing comma in .type pragma for rdrand code.

This is backport of BoringSSL's d216b71f909fe56255813dab0a8d052534bdcb91
and https://boringssl-review.googlesource.com/3810 and should allow asm
on x86-64 to build correctly.
