function definitions for more informative error messages. No functionality change and all updated tests passed locally.

This will make it easier to turn on struct-path aware TBAA since the metadata
format will change.

MachineBasicBlock::canFallThrough(). We're interested in the state of the
instruction (i.e., is this a barrier or not?), not if the instruction is
predicable or not.
