Subject: When cross-building, the CFLAGS and CXXFLAGS are for the target, and
 don't apply to the build tools. If we want to allow build tool flags input,
 we should have separate inputs (BUILD_CFLAGS and BUILD_CXXFLAGS, perhaps).
