Here we make the prog_hash_table functionally equivalent to
the one in util by wrapping the remaing functions that differ.
We also move the functions to the header so we can remove the c
file.
This enables us to do a step-by-step replacement of the table.

Previously we were only restricting based on ES/non-ES-ness and whether
the overall enable bit had been flipped on. However we have been adding
more fine-grained restrictions, such as based on compat profiles, as
well as specific ES versions. Most of the time this doesn't matter, but
it can create awkward situations and duplication of logic.
Here we separate the main extension table into a separate object file,
linked to the glsl compiler, which makes use of it with a custom
function which takes the ES-ness of the shader into account (thus
allowing desktop shaders to properly use ES extensions that would
otherwise have been disallowed.) We can also now use this logic to
generate #define's for all supported extensions automatically, removing
the duplicate (and often inaccurate) list in glcpp.
The effect of this change should be nil in most cases. However in some
situations, extensions like GL_ARB_gpu_shader5 which were formerly
available in compat contexts on the GLSL side of things will now become
inaccessible.
This regresses two ES CTS tests:
ES3-CTS.shaders.shader_integer_mix.define
ES31-CTS.shader_integer_mix.define
however that is due to them using #version 100 instead of 300 es. As the
extension is only defined for ES3, I believe this is the correct
behavior.

Commits a39a8fbbaa12 ("nir: move to compiler/") and eb63640c1d38
("glsl: move to compiler/") broke Android builds. Fix them.
There is also a missing dependency between generated NIR headers and
several libraries. This isn't a new issue, but seems to have been
exposed by the NIR move.
Built with i915, i965, freedreno, r300g, r600g, vc4, and virgl enabled.

Move glsl_types into NIR, now that the dependency on glsl_symbol_table
has been split out.
Possibly makes sense to rename things at this point, but if we do that
I'd like to keep it split out into a separate patch to make git history
easier to follow (IMHO).

Rather than forcing everyone to provide their own definition of the symbol
provide a common (dummy) one.
This helps us resolve the build of the standalone pipe-drivers (amongst
others), which are missing the symbol.

This patch fixes Android build failures by including src/util directory
in compilation. Files inside of this directory are compiled into
libmesa_util static library and linked with resulting libGLES_mesa.

Move round_to_even's definition to mesa/main so that _mesa_float_to_half()
can use it in order to eliminate rounding bias.
In additon to moving the fuction definition, prefix its name with "_mesa",
just as all other functions in mesa/main are prefixed.

The pair of files src/mesa/Android.mk and src/mesa/Android.gen.mk are too
long and complex to be easily understood. This patch belongs to a series
that decomposes them into several easily digestible makefiles.
This patch move the rules for the host and target libmesa_glsl_utils.a
from Android.mk to Android.libmesa_glsl_utils.mk.
