Improve telephony emulation support.
This patch fixes a few minor bugs in our emulated GSM modem.
- Mixup between the answers for +CGDCONT=? and +CGDCONT?
- Return our IP address as part of +CGDCONT=? now
- Ensure the area code and cell id are no more than 4 hexadecimal digits
