This CL fixes a bunch of issues in the packaging of the ADT product.
Specifically:
- the correct default product is now used giving us the correct
initial Java perspective
- the dependencies go one way (ADT package -> ADT), and this allows
upgrading of ADT without upgrading the ADT package.

This CL adds all the required files to perform a build
using Tycho. It is not integrated into the Android build
system though. In order to perform a build, make sure your
repository has the git projects prebuilts/eclipse and
prebuilts/eclipse-build-deps, then do:
$ cd sdk/eclipse
$ make -f maven.mk
That should create the necessary target platform and start
a build using Maven/Tycho. The resulting artifacts should
be in out/host/maven/bundles-<version>/products

We need to drop support for Eclipse 3.6.x because of issue 66226
(the bundled ECJ compiler is too old to handle the Lombok AST
converter which references a UnionReferenceType in its visitor
class.)

If adtpackage is declared to provide a bunch of features, then it
doesn't seem possible upgrade those features to a later version.
This CL makes adtpackage simply depend on those features being
present, which allows for upgrading those features at a later time.
In order to achieve this, we first build all the features, and
dump them in the repository. Then the product build simply takes
the collection of repositories, and the product definition, and
creates the product.

Updates the feature descriptors to depend on Eclipse 3.6, such that
ADT 16 can't be installed in Eclipse 3.5. I think we agreed to require
Eclipse 3.6 recently, and Raphael has already made the build server
switch in changeset 9c014a83a.

This changeset fixes this issue:
20450: Source->Format for XML files in Project Explorer in 14-preview
applies old XML rules instead of new Android-aware ones
Basically, the Eclipse XML support does not consult the
StructuredTextViewerConfigurationXML configuration when formatting
files. To work around this, this changeset overrides the format
processor defined for XML files and redirects to the ADT custom
formatter when the option to use a custom formatter is set.
Unfortunately, setting the formatProcessor in the ADT plugin does not
work, because it turns out that the WTP code to process layer
registrations processes plugins in alphabetical order of plugin names
(rather than say plugin dependency order), and as a result, the WTP
registration is processed later than the ADT one (because org.eclipse
> com.android) and it clobbers our registration.
To work around this, this changeset adds a *new* plugin, an overlay
for ADT which is named "overlay.com.android.eclipse.(etc)" which sorts
alphabetically later than org.eclipse. The plugin is basically empty
(it just provides a registration of the ADT format processor), and it
is registered as just a part of the ADT plugin so it should not be
exposed to users directly.
