This is a squash of the following commits:
crespo: Add Power HAL (for userspace CPU boosting)

modified by Daniel Bateman and Pawit Pornkitprasan for aries,

crespo: Build power HAL
Add support bits for power HAL to be built.

Power HAL: Remove sampling rate change
Sampling rate change causes stutter while playing music.
Stutter appears randomly, but has a higher chance of appearing
when the screen goes from off to on.
