Manage a2dp frame distribution when rate doesn't scale with media tick
Added back original frame rate calculation used to manage sending
6.89 frames every 20 ms tick. Removed unused rate adjustment logic
Blacklist Porsche carkit out of this change, ie keep old behavior.
