Implement a bunch more TargetSelectionDAGInfo infrastructure.
Move EmitTargetCodeForMemcpy, EmitTargetCodeForMemset, and
EmitTargetCodeForMemmove out of TargetLowering and into
SelectionDAGInfo to exercise this.
