Adds support for Atom Silvermont (SLM) - -march=slm
Implements Instruction scheduler latencies for Silvermont,
using latencies from the Intel Silvermont Optimization Guide.
Auto detects SLM.
Turns on post RA scheduler when generating code for SLM.
