Introduce llvm-cov.
Add llvm-cov skeleton. It has initial support to read coverage info generated by GCOVProfiling.cpp.
Today, you can do
prompt> clang a.c -ftest-coverage -fprofile-arcs -o a

prompt> llvm-cov -gcno a.gcno -gcda a.gcda
