Handle '.' correctly in hex float literal parsing.
There were a couple of different loops that were not handling
'.' correctly in APFloat::convertFromHexadecimalString; these mistakes
could lead to assertion failures and incorrect rounding for overlong
hex float literals.
Fixes PR16643.
