Added a TableGen syntax highlighting mode for VIM and a README that describes

how to add the functionality to the user's VIM installation.

+
+  Syntax highlighting mode for LLVM assembly files. To use, COPY `llvm.vim' to
+  ~/.vim/syntax and add this code to your ~/.vimrc :

+    au! BufRead,BufNewFile *.ll     set filetype=llvm

+IMPORTANT: Making symlinks from ~/.vim/syntax/... to the syntax files in your
