mesa/formatquery: Added boilerplate code to extend GetInternalformativ
The goal is to extend the GetInternalformativ query to implement the ARB_internalformat_query2 specification, keeping the behaviour defined by the ARB_internalformat_query if ARB_internalformat_query2 is not supported. v2: Don't require ARB_internalformat_query when profile is GLES3.
