audio policy: deprecate ro.camera.sound.forced
The volume and routing policy of AUDIO_STREAM_ENFORCED_AUDIBLE is
now controlled by AudioService.
Do not read ro.camera.sound.forced is not needed anymore.
Bug 7032634.
