Camera2: add FACE_PRIORITY_LOW_LIGHT
Add FACE_PRIORITY_LOW_LIGHT to allow higher sensitivity value AE under low light. Also fix some minor doc issue for high speed recording capability. Bug: 21813977 Change-Id: I965ece936c1bc3d3cb370454e950fde4aad06335
