Update TelecommManager per API requirements. (1/3)

+ Add constants GATEWAY_PROVIDER_PACKAGE and GATEWAY_ORIGINAL_ADDRESS
- Remove those corresponding constants from private packages
+ Modify clearAccounts() so it no longer takes an argument.
