perf: Refactor the PerformanceManager
* Move as much of this code as possible to CMSDK in order to minimize
framework impact.
* Expose a couple of helpers on PowerManagerInternal to facilitate
this and remove all the associated code.
* We currently proxy cpuBoost calls from the widgets thru the
PowerManager since we can't call into CMSDK directly here.
* PowerHAL is now the official supported way of handling power
profiles and the properties-based API has been removed. A new
function has been added to the HAL to query the available number
of profiles, and they will be made known to the system automatically.
