Make the interface of all the functions involved consistent between 32-bit and 64-bit versions and make them all static by default by the means of a New-and-Improved(TM) __apicdebuginit() macro. The one that bit me last time was accessing non existent per cpu memory for non existent cpus. This locking was removed in a sloppy x86_64 and x86_32 merge patch.
