Remove useless no-op tests.
(Or sometimes just useless annotations. Basically, this gets rid of every reference to dalvik.annotation.TestLevel.NOT_FEASIBLE, except the definition.) Change-Id: Ie3c1d9240f85a6237311b9282b3bc181f8af8120
