Deprioritize RC4-based TLS/SSL cipher suites.
Now that BEAST and Lucky13 mitigations are enabled, it is prudent to
prefer AES CBC cipher suites over RC4 ones
(see http://www.isg.rhul.ac.uk/tls/).
